Position Summary

Incumbents of positions in this series prepare or review plans, designs, specifications, and cost estimates for engineering projects; prepare and/or review reports, studies, and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform professional engineering duties in such area as highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards.

Duties and Responsibilities

  • Supervises engineering and other subordinate personnel of various levels assigned to the Snow & Ice and Roadsides Unit. Assumes the duties of the Snow & Ice Engineer in his/her absence.
  • A ssigns work to subordinates commensurate with their position titles and prioritizes work assignments based on Maintenance Section goals and expectations.
  • Prepare and/or review plans, specifications, and cost estimates for engineering projects such as two-lane highway projects in a rural or suburban setting or multi-span bridges of standardized design.
  • Act as resident engineer on construction projects, such as interstate or multi-lane highway projects, including earthwork, drainage, bridge construction or reconstruction, waterworks, electrical or environmental operations.
  • Effectively works with Senior Engineering staff to ensures District has sufficient resources to address roadway conditions during snow & ice events, deicing materials, personnel assignments, vendor contracts, equipment, etc.
  • Assist with the monitoring of weather forecasting during and prior to snow and ice events to ensure proper timing of equipment/personnel call-ins, equipment/personnel numbers, and their eventual release. Monitors roadway conditions during Snow and Ice events. Ensures all SIMS (Snow & Ice Management System) information is current.
  • Assist with and oversees contracted maintenance work and ensures proper payment and completion of required contract paperwork through the finals process.
  • Reviews and participates in the issuance of proper payment to Snow & Ice vendors, including material suppliers.
  • Assists in the designs and/or reviews of various maintenance projects. to PS&E stage including the Herbicide Application Contract, Repairs to Chemical Storage Sheds, and other Maintenance Related Design Projects.
  • Receives calls/complaints from citizens, local and regional elected and appointed officials related to area of responsibility investigates the problem and takes appropriate action. Tracks and prioritizes requests and follows through to ensure work is completed satisfactorily and in a timely manner.
  • Responds to correspondence for District Highway, Administrators, or Secretary's signature.
  • Performs a variety of functions related to employee supervision including delegating work commensurate with staff titles, EPRS, employee discipline, review of weekly timesheets, review of personnel policies, etc.
  • Represents the District/Agency at various meetings, private development, pre-construction conferences, conservation commissions.
  • Attends, coordinates, and/or hosts annual training as required to maintain skill levels required and expected of the position; computer software training, SIMS, Snow and Ice Training, design/inspection training, policy changes, supervisory/management training, environmental, Right to Know, etc.
  • Maintains records, prepares reports, and performs general office duties as required.
  • Provides coverage to the District Communication's Dispatcher in day-to-day operations and off-hours emergency duties. Effectively receives and accurately transfers incoming matters and to the appropriate State or Local authority, MassDOT staff or other entity.

    Qualifications:
    Minimum Entrance Requirements

    • Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.
      Substitutions:
      • An Associate's degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience. *
        • A Bachelor's degree with a major in civil engineering** or civil engineering technology**, may be substituted for a maximum of two years of the required (A) experience. *
          • A Graduate degree with a major in civil engineering**, may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience. *
            **NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines such as construction, survey, design, transportation, hydraulics, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport, and materials.

            *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

            NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.

            SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
